This week: Federal judge questions tariff refund process; Rail merger faces increased scrutiny; Panama Canal draft restrictions return.

Current Critical Industry Trends

A federal judge questioned the government’s tariff refund process, noting that a recent ruling appeared to require refunds for all affected companies, not only those that filed lawsuits. The dispute could further complicate an already lengthy reimbursement process.
 

Ocean

The Panama Canal Authority (ACP) has proposed draft restrictions for the first time in two years. While U.S. growing energy exports continue to increase demand on the waterway, the ACP maintains that daily transit volumes will not be affected.

The Suez Canal Authority is raising transit surcharges for most vessel classes beginning July 15. The additional fees are based on current maritime market conditions and may be amended or cancelled depending on future developments.

Ports

Beginning July 1, the Port of Savannah will offer a dedicated inspection facility for chilled cargo. The site will have specialized infrastructure to ensure a temperature-controlled environment through the clearance and inspection process, without ever breaking the cold chain.
 

International

U.S. steel production has increased by nearly five million tons since the start of 2025, allowing the country to surpass Japan as the world’s third-largest steel producer.

China’s exports increased in May, driven by shipments of vehicles, technology products, and green energy equipment. The gains highlight continued demand across key export sectors despite ongoing trade and geopolitical uncertainty

Trucking

Ohio has become the latest state to revoke and suspend non-domiciled CDL privileges, citing safety and federal compliance concerns. The move reflects a broader industry debate around licensing standards and workforce availability.
 

Rail

A proposed rail merger is facing increased scrutiny as lawmakers call for a rigorous review process. If approved, the transaction would create the first all-freight transcontinental railroad under a single operator.
 

Air

 

IATA has lowered its outlook for global air cargo volumes for the remainder of 2026. Ongoing disruptions are weighing on demand, with recovery expected to be driven by pricing rather than volume.
 

Technology

NMFTA has launched a new theft reporting portal designed to improve information sharing across the industry. The platform aims to strengthen threat awareness and support more coordinated responses to cargo crime.

Rail freight tracking devices continue gaining adoption as shippers seek greater visibility into cargo movements. Usage is expected to grow steadily through the end of the decade, reaching nearly 1.4 million devices by 2030.
